Degree course commences on 1 September The degree course consists of theoretical phases of study at the HöMS University of Applied Sciences with its four campus in Kassel, Gießen, Mühlheim and Wiesbaden, and practical phases of study in the training authorities.

Training within the administration. No direct application at the higher education institution. Applications have to be addressed to the responsible training authorities. In the so-called 'Vorbereitungsdienst' (traineeship) only those who fulfil the legal requirements for the appointment can be recruited to the civil service.
